本报记者7月23日加德满都报道:尼泊尔共产党(联合马列)(CPN-UML)中央委员会会议于周二(7月22日)深夜闭幕,会议决定不允许前总统比迪亚·德维·班达里(Bidya Devi Bhandari)重返政党政治,并批准了党章修正案提案。
据该党宣传部部长、常务委员会成员拉金德拉·高塔姆(Rajendra Gautam)透露,党主席卡德加·夏尔马·奥利(KP Sharma Oli)在会上发言时宣布,将请求班达里以前总统的身份担任顾问及指导角色,而非重新参与活跃的政治事务。
他还补充说,奥利主席的这一提案遭到了副主席苏伦德拉·潘迪(Surendra Pandey)、尤巴拉吉·贾瓦利(Yubaraj Gyawali)以及领导人卡尔纳·塔帕(Karna Thapa)的反对。
周二的会议持续了近12个小时,会上就副主席兼副总理比什努·鲍德尔(Bishnu Poudel)提出的党章修正案提案进行了激烈讨论。此次讨论的一大焦点是党内围绕班达里可能重返政坛这一问题的争论日益升温。
首席党鞭马赫什·库马尔·巴尔陶拉(Mahesh Kumar Bartaula)表示,大多数中央委员会成员反对班达里重新涉足活跃的政治领域。来自卡纳利省(Karnali Province)的中央委员认为,为守护数十年来政治斗争所取得的成果,这位前总统应当保持受尊重的、非活跃的公众角色。
会议还通过了党章的重要修正案,包括取消党的领导职务70岁的年龄限制和两届任期限制。这些修改预计将在定于9月5日至7日在拉利特普尔(Lalitpur)举行的党章大会上正式获得批准。
拉金德拉·高塔姆称,在两天的时间里,有224名中央委员会成员就拟议的修正案和当代议题发表了看法,仅周一就有131名成员发言。奥利主席在闭幕会议上回应了他们的疑问。
此次会议不仅聚焦于班达里的政治角色,还着重探讨了团结全党、强化党组织结构,以实现尼泊尔共产党(联合马列)“84使命”战略(‘Mission 84’ strategy)的相关事宜。
“84使命”指尼共(联合马列)将在尼历2084年(公历2027年)举行的的第三次地方、省议会和联邦议会众议院三级选举中取胜的使命。

By A Staff Reporter, Kathmandu, July 23:The central committee meeting of the CPN-UML concluded Tuesday late night, deciding not to allow former President Bidya Devi Bhandari to return to active party politics and endorsing the party statute amendment proposal.
According to Party Publicity Department Head and Standing Committee member Rajendra Gautam, while addressing the meeting, Party Chairman KP Sharma Oli announced that Bhandari would be requested to remain in an advisory and guardian role in the capacity of former President, rather than re-engaging in active politics.
Chairman Oli’s proposal, however, faced opposition from Vice-Chairmen Surendra Pandey and Yubaraj Gyawali, and leader Karna Thapa, he added.
The meeting, which ran for nearly 12 hours on Tuesday, saw intense deliberations on the statute amendment proposal presented by Vice-Chairman and Deputy Prime Minister Bishnu Poudel.
A major highlight of the discussions was the growing debate within the party regarding Bhandari’s possible return to politics. Chief Whip Mahesh Kumar Bartaula said that a majority of central committee members opposed Bhandari’s re-entry into active politics.
Members from Karnali Province argued that, to safeguard the achievements of decades-long political struggles, the former President should maintain a respected, non-active public role.
The meeting also approved key amendments to the party statute, including the removal of the 70-year age limit and the two-term restriction for party officials. These changes are expected to be formally endorsed during the statute convention scheduled for September 5 to 7 in Lalitpur.
Gautam said over the course of two days, 224 central committee members expressed their views on the proposed amendments and contemporary issues, with 131 members speaking on Monday alone. Chairman Oli responded to their queries in the concluding session.
The meeting also focused not only on Bhandari’s political role but also on uniting the party and strengthening its structure to achieve the UML’s ‘Mission 84’ strategy.
