尼泊尔与中国签署四项谅解备忘录,推进关键医疗及其他项目合作

本报记者加德满都722日报道:周一(721日),由中国国际发展合作署署长陈晓东率领的代表团会见尼泊尔副总理兼财政部长比什努·普拉萨德·鲍德尔( Bishnu Prasad Paudel)。

据尼泊尔财政部称,此次会见在财政部举行,讨论了中尼双边关系、发展伙伴关系、已实施及即将由中国援助实施的项目。双边会谈结束后,双方签署了四项项目的谅解备忘录。

此次签署的谅解备忘录涉及在奇特旺县(Chitwan)巴拉特普尔(Bharatpur)的BP柯伊拉腊纪念肿瘤医院(BP Koirala Memorial Cancer Hospital)建设骨髓移植设施,以及对公务员医院(Civil Service Hospital)扩建进行可行性研究。.

尼泊尔财政部秘书甘希亚姆·乌帕德亚亚(Ghanshyam Upadhyaya)代表尼泊尔政府,中国国际发展合作署署长陈晓东代表中国签署了该谅解备忘录。

根据协议,将在BP柯伊拉腊纪念肿瘤医院建设一个占地面积1834平方米的骨髓癌治疗中心(Bone Marrow Cancer Treatment Centre),并安装必要的设备。这将为骨髓癌的治疗做出重大贡献。

同样,还将对公务员医院的扩建进行可行性研究。预计这两项协议的实施将为尼泊尔的卫生事业做出重大贡献。

在此次活动中,中尼还签署了一份人力资源开发谅解备忘录。这将为1270名尼泊尔政府工作人员提供参与由中国各机构组织的双边和多边研讨会的机会,将极大地有助于政府工作人员的能力建设。

同样,在此次活动中,双方还就拉苏瓦加迪-吉隆(Rasuwagadhi - Kerung)跨境输电线路建设的可行性研究签署了一份谅解备忘录。尼泊尔电力管理局局长希滕德拉·德夫·沙基(Hitendra Dev Shaky)与中国国际发展合作署署长陈晓东签署了关于拉苏瓦加迪-吉隆跨境输电线路建设可行性研究的谅解备忘录。

会见期间,比什努·普拉萨德·鲍德尔副总理讨论了中尼多方面的关系,并感谢中国国际发展合作署署长访问尼泊尔。他表示希望此次高层访问将把中尼双边关系提升到一个更高的水平。

财政部秘书乌帕德亚亚强调了中尼关系的重要性,他表示,商定建设的项目将有助于尼泊尔的卫生事业、人力资源开发和跨境电力贸易,这将造福尼泊尔人民。他相信,友好国家中国将在未来为尼泊尔的基础设施建设提供更多支持。

 中国承诺协助洪灾受损建筑的重建工作。中国政府已同意协助重建拉苏瓦县(Rasuwa)因洪灾受损的建筑。

在与比什努·普拉萨德·鲍德尔副总理的会谈中,陈晓东署长表示将为建筑重建提供必要援助,并尽快恢复海关服务。他对尼泊尔政府在洪灾后积极开展救援和失踪人员搜寻工作表示感谢。

比什努·普拉萨德·鲍德尔副总理表示,灾后重建是尼泊尔的首要任务,并感谢中方对基础设施重建的意愿、关注和承诺。他说:“拉苏瓦边境口岸不仅对进出口很重要,对税收也很重要。因此,让我们加快重建工作。”

By A Staff Reporter, Kathmandu, July 22: A delegation of China International Development Cooperation Agency (CIDCA) led by its Chairman Chen Xiaodong met with Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel on Monday.

The meeting held at the Ministry of Finance discussed bilateral relations between Nepal and China, development partnership, projects implemented and to be implemented with Chinese assistance, according to the Ministry of Finance. After the bilateral meeting, Memorandum of Understandings (MoUs) for four projects were signed.

The memorandum of understanding was signed for the construction of bone marrow transplantation facility at the BP Koirala Memorial Cancer Hospital in Bharatpur, Chitwan, and a feasibility study for the expansion of the Civil Service Hospital.

Finance Secretary Ghanshyam Upadhyaya, on behalf of the government of Nepal, and CIDCA Chairman Chen Xiaodong, on behalf of China, have signed the MoU.

As per the agreement, a Bone Marrow Cancer Treatment Centre spread over an area of 1,834 square meters will be constructed at BP Koirala Memorial Cancer Hospital and the necessary machinery will be installed.

This will make a significant contribution to the treatment of bone marrow cancer.

Similarly, a feasibility study will be conducted for the expansion of the Civil Service Hospital.

It is expected that the implementation of these two agreements will make a significant contribution to the health sector of Nepal.

On this occasion, a Memorandum of Understanding on Human Resource Development was signed between Nepal and China.

This will provide an opportunity for 1,270 government employees to participate in bilateral and multilateral seminars organised by various Chinese organisations. It will significantly contribute to capacity building of employees.

Likewise, on the occasion, another MoU has been signed for a feasibility study on the construction of the Rasuwagadhi-Kerung cross-border transmission line.

Managing Director of Nepal Electricity Authority Hitendra Dev Shaky and CIDCA Chairman Chen Xiaodong have signed the MoU for feasibility study on the construction of the Rasuwagadhi-Kerung cross-border transmission line.

During the meeting, DPM Paudel discussed the multifaceted relations between Nepal and China and thanked the CIDCA Chairman for visiting Nepal.

He expressed his hope that the high-level visit would take the bilateral relations between Nepal and China to a higher level.

Highlighting the importance of Nepal-China relations, Finance Secretary Upadhyaya said that projects agreed to be built will contribute to Nepal's health sector, human resource development and cross-border electricity trade, which will benefit the Nepali people.

He expressed confidence that China, a friendly country, will provide additional support in infrastructure construction in the coming days.

China commits to assist reconstruction of structures damaged by floods.The government of China has agreed to assist in the reconstruction of physical structures damaged by floods in Rasuwa district.

In the meeting with the Deputy Prime Minister, CIDCA Chairman Xiaodong said that necessary assistance will be provided for the reconstruction of physical structures and that the customs services will be resumed quickly. He expressed his gratitude for the activeness and cooperation shown by the Nepali government in the rescue and search for missing persons after the floods.

DPM Paudel said that post-disaster reconstruction is a top priority for Nepal and thanked the Chinese side for their readiness, interest and commitment towards the reconstruction of physical infrastructure.

"Rasuwa border crossing is important not only for import and export but also in terms of revenue. Therefore, let's move forward with the reconstruction quickly," he said.
